ILO-DFID Partnership Programme on Fair Recruitment and Decent Work for Women Migrant Workers in South Asia and the Middle East -Phase II

It constitutes a second phase of the previous Work in Freedom Programme (2013-2018) The overall aim of the programme is to reduce vulnerability to trafficking and forced labour of women and girls across migration pathways leading to the care work and textiles, clothing, leather and footwear industries of South Asia and Arab States. The project will contribute towards bringing about a sustained situation where women and girls in South Asia and Arab States are less vulnerable to trafficking and forced labour in emerging sectors of migrant employment. The programme will address key drivers and vulnerabilities of human trafficking, such as (a) gender and other forms of discrimination, distress migration and poor working and living conditions, through an integrated prevention strategy of (1) targeted social protection and empowerment, (2) fair recruitment practices and (3) evidence based policy advocacy for decent work options. At least 350,000 women and girls will be reached at source and destination in India, Nepal, and Bangladesh, Oman, Bahrein, Lebanon and Jordan . If policy recommendations are implemented, the programme could indirectly reach over one million. Key stakeholders will include governments, social partners, the private sector, NGOs and importantly, the voice and participation of women migrant workers themselves.

ILO Technical Assistance - Skills for Employment Programme
100%data completenessThis is a technical and financial proposal for the ILO’s Technical Assistance component of the Nepal country office of the United Kingdom's Department for International Development (DFID)'s Skills for Employment Programme (SEP). SEP aims to provide Nepali workers with more productive domestic employment opportunities by filling skill gaps in both formal and informal sectors, with a focus on sectors that are instrumental for transformational economic growth in Nepal. SEP will also increase incomes for migrant workers (through reduced cost of migration and increased incomes in employment) and facilitate higher savings and more productive investment of remittances. The overall aim of the programme is to support domestic employment creation and reduce long-term dependency on migration, whilst recognising the importance of migration as a source of work for Nepali workers. Promoting employment-centric and inclusive growth through skill development, increasing formal sector employment, and maximising the development impact of labour migration are cornerstones of the ILO's Decent Work Country Programme for Nepal (2013-2017). Some achievements as part of this work include the formulation of the Labour Law, the Social Protection Act and the National Employment Policy, as well as technical support provided to the Government to conduct Labour Force Surveys. On migration, the ILO in Nepal is providing technical assistance to Government through labour migration projects, including the DFID-funded Work in Freedom (WiF) programme, and the Swiss Agency for Development and Cooperation (SDC)-funded Integrated Programme on Fair Recruitment (FAIR). The ILO is currently piloting an intervention to design and operationalize a system for skills and prior-learning recognition for Nepali returnee migrant workers employed in construction sectors in receiving countries. These areas of work are also a crucial aspect of the 2030 Agenda for Sustainable Development. Goal 8 on decent work includes specific indicators on creating policies for job creation, formalisation, the promotion of safe employment for migrants and the eradication of forced labour, modern slavery and trafficking. The Technical Assistance component of SEP aims to achieve results in the above areas of work by supporting the Government of Nepal in creating partnerships with key stakeholders, increasing coordination, developing research and evidence, and implementing relevant policies, to create domestic jobs and enable a higher development impact from migration.

100%data completenessThe ILO/Japan project “Towards fair and sustainable global supply chains: Promoting formalization and decent work for invisible workers in South Asia” aims to contribute to the development of ethical and sustainable global supply chains. The project is geared towards promoting decent work in global supply chains – specifically for those workers who are engaged at the lower tiers. They are typically home-based workers, subcontractors, and workers in medium and small enterprises in the informal economy in South Asia. Towards the upper-tiers of global supply chains see, larger and more formal enterprise have linkages with large, medium-sized and small enterprises engaged in the production of goods in both the formal and informal economies. Due to competitive markets and demands for speedy delivery, these enterprises often adopt highly flexible production and work patterns. This results in informal working arrangements, piece-rate production, home-based work and non-standard forms of employment. This is the second phase of the project titled “Way out of Informality in South Asia” which has been implemented in Bangladesh, India and Nepal during 2012-2016. In close cooperation with government, employers’ and workers’ organizations, international brand companies, and other key stakeholders such as NGOs and networks working to promote decent work in global supply chains, the project works at the policy, institutional and community levels and implement key interventions in the areas of research, awareness raising and capacity building, knowledge sharing, social dialogue, and policy advocacy to contribute to the development of ethical and sustainable global supply chains. The project is implemented mainly in India and Nepal, and good practices and lessons from the project are shared with other South Asian countries such as Bangladesh, Pakistan and Sri Lanka.

Emergency employment response to Nepal earthquake-affected areas: Provision of OSH equipment for debris and landslide clearance workers
100%data completenessTo ensure that the ILO can rapidly respond to the on-going emergency and launch recovery operations in the immediate aftermath of the crisis, the office will need to strengthen its capacity from now until at least the end of July 2015 in the following areas: 1. Surge capacities at CO Kathmandu: Two specialists have already been deployed to provide technical support on post-disaster labour-intensive infrastructure rehabilitation activities and to support ILO’s participation in UNCT/HCT. 2. Rapid assessment of employment and livelihoods impact: Macroeconomic specialists from ROAP and DWTs in Bangkok and New Delhi are currently compiling figures on the estimated loss on employment and livelihoods. This estimate will be included in UN SitReps, disseminated to the media and also used in preparing the forthcoming PDNA and Flash Appeals. 3. Post-Disaster Needs Assessment (PDNA): A PDNA is expected to be launched in three weeks. BKK will assist CO Kathmandu in coordinating ILO participation with relevant HQ branches, such as DEVINVEST. Under this overall response framework, the contribution directly contributes to creating 1,500 emergency employment opportunities, as well as enhancing the safety of those workers by providing protection clothing and hand tools. The activities are envisaged in 10 districts including Sindulpalchowk, Gorkha, Lamjung, Tanahu, Dhading, Kaski, Palpa, Makwanpur, Nuwakot and Rasuwa.

85%data completenessThis project aims at promoting more and better jobs in Nepal through the development of Micro-, Small- and Medium-Sized Enterprises (MSMEs). The project is a follow-up to the Enabling Environment for Sustainable Enterprises assessment, conducted in 2017 with ILO support and full participation of ILO tripartite constituents and key stakeholders of the MSME sector. It focuses on the implementation of the assessment recommendations prioritized by the tripartite constituents and enterprises operating in four sectors – agro-based industries, tourism, ICT and manufacturing. The project interventions are implemented at federal, provincial and municipality levels in line with their specific roles and responsibilities for promoting sustainable enterprises. It strengths the capacity of constituents, in particular the private sector, to engage in advocacy and social dialogue with high-level government officials and parliamentarians so as to create a conducive environment for sustainable enterprises and improve the policies, institutions and services relating to MSMEs. Interventions create opportunities for ILO to strengthen outreach to and undertake joint work with development partners in Nepal. The project contributes to the Outcome 1.2 of the DWCP (2018-2022) and to Outcome 1 of UNDAF (2018-2022) for Nepal. It further contributes to the country’s efforts to advance towards the attainment of SDG targets 8.3 (Promote development-oriented policies that support productive activities, decent job creation, entrepreneurship, creativity and innovation, and encourage the formalization and growth of micro-, small- and medium-sized enterprises, including through access to financial services),
