Support for the Ministry of Education Science and Technology School Sector Development Plan (Education SWAp) - Phase 2

(Nepal): The Ministry of Education, Science and Technology (MOEST) has demonstrated its commitment to ensuring equitable access to quality education for all students by meeting targets set under the 2016-2021 School Sector Development Program (SSDP). The MOEST and development partners are developing a new five-year sector plan. In USAID's Education Sector Wide Approach (SWAp) Phase 1, the activity supported one disbursement linked indicator (DLI) that targeted improving primary grade learning outcomes through scale-up of the National Early Grade Reading Program (NEGRP). In SWAp Phase 2, under the new SSDP, USAID will use FY 2020 resources to expand its support to at least two DLI result areas, continuing to incentivize the GON's implementation of targeted interventions to improve primary grade learning outcomes and to ensure that the most marginalized groups have access to education - even in the face of crisis. Potential Phase 2 DLIs include financing targets to expand the NEGRP to the remaining 38 districts, implementing "pro-poor" school interventions that advance Nepal's Equity Strategy, and supporting the continued development of digital distance learning..SWAp Phase 2 advances the USAID key Basic Education Policy priorities: "Children and youth gain literacy, numeracy and social-emotional skills that are foundational to future learning success" and "the most marginalized and vulnerable, have increased access to quality education that is safe and relevant." This assistance will allow the USG to better harmonize foreign development efforts with other donor partners, demonstrate commitment to the principles of aid effectiveness, and achieve financing and Journey to Self-Reliance metrics. This activity supports the Embassy Kathmandu's ICS Goal Two: Increase America's prosperity by developing Nepal as a reliable economic partner and Mission Objective 2.2: Nepal improves health and education outcomes to increase economic productivity..
