EnDev Real Time Evaluation
EnDev Programme Management, under the mandate of the Consultative Group, contracted the consortium PricewaterhouseCoopers Advisory N.V. (PwC), Vrije Universiteit Amsterdam (VUA) and SEO Economics (SEO) to perform a real-time evaluation of the EnDev programme between 2020 and 2023.The three evaluation objectives were to1. assess EnDev against the OECD-DAC criteria and additionality,2. assess the management's fit for purpose, and3. use the results for strategic learning, in order to allow EnDev to refine and reinforce its strategy and implementation.To meet the evaluation's objectives, a performance evaluation and a process evaluation were conducted. The evaluation had a mixed-method nature, and used monitoring data analysis, in-depth case studies, a stakeholder survey, interviews and a systematic literature review.
