Strengthen Political Parties, Electoral and Legislative Processes program (SPPELP)

(Nepal): FY 2014 funds will support ongoing support for Nepal's transition to a more stable and peaceful democracy. To promote and strengthen broader political processes, SPPELP provides assistance to political parties to improve organizational structures, enhance intra-party communications, improve financial transparency, and develop political leaders from marginalized groups. SPPELP helps the Election Commission of Nepal strengthen electoral process, electoral management capacity, and voter education. Through SPPELP, USAID will provide support to the local elections expected to take place in the next year. FY 2014 funds will be used for local observation and voter education/registration targeting marginalized groups. FY 2014 funds will also support technical assistance to Constituent Assembly members and the Parliamentary Secretariat in an effort to strengthen parliamentary committees and the promulgation of the constitution. Women in Nepal continue to face cultural and procedural barriers to political participation. Opportunities exist at the Constituent Assembly - Legislative Parliament (CA-LP) level and within political parties' women's wings to implement a transformative approach that would increase women's capacity to influence decision-making and empower women leaders by enhancing their leadership skills and showcasing them. At a secondary level, USAID will address GBV through activities related to women's leadership in the CA-LP and within political parties for policy development and agenda setting. Work with women's leaders will explore policy and decision making related to GBV and procedural development to assist women facing GBV. ~Additionally work will be done through civil society to improve their knowledge of their rights. Consequently, many women are unaware of their rights, and this contributes to low participation in decision-making processes and limited political leadership opportunities. ~
