This Initiation Plan will support the Government of Nepal and affected communities to transition from the immediate response to the August 2026 flash floods towards inclusive and resilient recovery. UNDP assistance will combine recovery assessment and planning, restoration of local government functions, debris management and temporary employment, livelihood recovery, and rehabilitation of priority community assets and services. Interventions will be prioritized according to verified needs, vulnerability, operational feasibility and complementarity with government and partner responses. Gender equality, protection, environmental sustainability, do-no-harm, leaving no one behind and climate and disaster resilience will guide implementation.
