The Samartha: Enhancing Gender and Human Development Outcomes through System Strengthening Programme (Samartha), funded by the British Embassy Kathmandu (BEK), aims to strengthen the capacity of provincial and local governments to effectively carry out their constitutional mandate. The programme focuses on improving access to quality social services, particularly for women, girls, and marginalised groups, including Dalits and other minorities. This will be complemented by federal-level support to ensure that national sectoral policies and resource allocations are responsive to local needs. This approach promotes resilient social systems that enhance health, education, and gender equality outcomes.
