Invitation for Bids (IFB) Nepal Health Sector Program II Supply and Delivery of Tablets, Topical usage medicines and Surgical Goods IFB Number: NHSP-II/G/2011-12/ICB-16 First date of Publication: 25 th January 2012 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 790 of 16 January 2011. 2. The Government of Nepal, Ministry of Health and Population (MoHP) has received a grant/credit from the International Development Association toward the cost of the Nepal Health Sector Program II, and it intends to apply part of the proceeds of this grant/credit to payments under the Contract for Supply and Delivery of Tablets, Topical usage medicines and Surgical Goods under one package of 7 slices as detailed in the table below. 3. The Director, Logistic Management Division (LMD), of Department of Health Services (DoHS), MoHP, now invites sealed bids from eligible andqualified bidders for the supply and delivery of Tablets, Topical usage medicines and Surgical Goods . The total requirements are distributed into 7 slices as described inthe table below. A bidder may bid for any one or more than one slice. Bidders bidding for more than one slice will so indicate in their bid form, together with a statement regarding discount/cross discount if any. Bidders shall quote for the total quantity of the item in each slice, and partial bids will be rejected. Evaluation will be carried out for each slice, with the final award being determined based on the combination that isof least total cost to the Purchaser. Bidding will be conducted through the International Competitive Bidding (ICB) procedure specified in the World Bank's Guidelines for the Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (May 2004, Revised October 2006 and May 2010 ) and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at Logistics Management Division at the address given below during office hours. 6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of NPR 10,000.00 or USD 125.00 for each set. Payment shall be in the form of cash deposit certificate in Revenue Title no. Ka-1-1-5-99, Office code no. 27-70-11, Accountno. Ka 1.1-024 of Nepal Rastra Bank. Foreign bidders can also pay through a bank demand draft for the stated amount in favour of Logistics Management Division or can receive the Bidding Documents from LMD against cash payment. The documents will be available from 25 th January 2012 and until 1200 Hours (local time) of 11 th March 2012 . If requested in writing and upon submission of a n additional non-refundable courier fee of NPR 4,000.00 or USD 50.00 t he Bidding Documents will also be sent by courier at the bidder's cost . However, DoHS, LMD will not be responsible for delay or non-delivery of documents so sent. 7. Bids must be delivered to the address below at or before 1200 hours (local time) on 11 th March 2012 . All bids must be accompanied by a Bid Security in an amount of not less than 2.5% of bid price in accordance with clause 19 of ITB. Late Bids will be rejected.
