Reference No.: NP-REDD-469436-CS-CQS The Government of Nepal has received a financing from The World Bank for Forest for Prosperity Project, and it intends to apply the fund for hiring of qualified consulting firm for the Field Data Collection for the Development of Allometric Equations (Volume and Biomass) of Major nine Tree Species of Nepal, for Gandaki Province. The consulting services (“the Services”) include to prepare the allometric equations of nine major tree species of Nepal, namely: Quercus spp, Acer spp, Rhododendron spp , Picea smithiana, Pinus wallichiana, Tsuga Dumosa, Betula Utilis, Lyonia ovalifolia and Abies spp. However, this assignment is limited to felling, measurements, recording, and collection of data and samples of the above-mentioned tree species within Gandaki Province. Forest Research and Training Centre now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. When applying as a joint venture (JV), each firm must individually meet the requirement of having a minimum of five years of general working experience. A Consultant will be selected in accordance with the Consultants Qualification-based Selection Method (CQS) set out in the Procurement Regulations. No firm may submit expression of Interest for both the Bagmati and Gandaki provinces. Each firm can only be awarded one contract.
