Government of Nepal Ministry of Agriculture Development Project for Agriculture Commercialization and Trade Kathmandu, Nepal REQUEST FOR EXPRESSION OF INTEREST (EOI)FOR PUBLIC AWARENESS CONSULTANCY SERVICE- FIRM SELECTION (Date of first publication 4 October 2013 ) Country: Nepal IDA Credit 5180-NEP and IDA Grant H813-NEP Assignment Title: Public awareness Consultancy services Reference No. 23 in Procurement Plan Contract ID PACT-AF/S/QCBS/23/2013 The Government of Nepal has received financing from the World Bank/IDA towards the cost of Project for Agriculture Commercialization and Trade (PACT) and, intends to apply part of the proceeds for consulting services. The consulting service includes assisting the project's activities and matching grant schemes to operate in transparent manner. The task consists of development of communication strategies and information, education and communication (IEC)materials required for the public awareness regarding the project. The selected firm will develop communication strategies and related materials in various formats that are appropriate for multiplication and dissemination through various communication media. The implementation period of this service will be for 48 months. PACT now invites EOI from eligible interested consulting firm(s)/Company to indicate their interest inproviding the services. Interested consultants should provide information demonstrating that they have the required qualifications and the relevant experience to perform the services. The short listing criteria are: (i) Experience in implementation of public awareness activities (ii) Availability of qualified personnel and specialists to undertake publicawareness related activities like; web designing, Graphics, Computer engineer, Journalist, video-graphic, script writer, media broadcastingand related to assignment with minimum Bachelor degree, (iii) experience in design, production of audiovisual materials; specifically videodocumentary (iv) Experience in design and publication of communication materials, (v) Management of workshops, seminars and production of proceedings and (vi) annual turnover of the firm. The attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants, setting forth the World Bank's policy on conflict of interest. Consultants mayassociate with other firms in the form of joint venture. The Consulting firm will be recruited by the Project in accordance with the World Bank's Guidelines onthe use of Consultants using quality-and-cost-based selection (QCBS) procedures. Submissions must also contain copies of currently valid firm registration, tax clearance certificate of FY2068/69, and VAT registration certificates demonstrating their eligibility. The EOI must be delivered in a written form to the address below (in person, or by mail, or by fax, orby email by 20 October 2013. If the last date of submission of the EOI happens to be a holiday, the next working day will be the last date for submission. The PACT reserves the right to shortlist or not shortlist any or all the applicant(s) without assigning any reason whatsoever.
