Ministry of Agriculture Development Project for Agriculture Commercialization and Trade Maharajgunj, Kathmandu, Nepal REQUEST FOR EXPRESSION OF INTEREST Consulting services: Individual Selection (Date of first publication 17 July 2013) Country: Nepal Project For Agriculture Commercialization and Trade [IDA Credit 4603-NEP and IDA Grant H486-NEP)] Assignment Title : Food Quality and Standard refining consultant No. 8 in Procurement Plan Contract IDPACT/S/08/2011 The Government of Nepal has received assistance from the World Bank/IDA towards the cost of Project for Agriculture Commercialization and Trade (PACT) and, intends to apply portion of this assistance to eligible payments under this Contract. Brief description of the Project The overall objective of the project is to improve the competitiveness of small holderfarmers and agribusiness sector in selected commodity value chains inthe country. For this purposeGovernment of Nepal has received assistance from the World Bank/IDA towards the cost of Project for Agriculture Commercialization and Trade(PACT). The total project cost is $82.25 million, of which $32.67 million is IDA C redit, 27.33 million IDA Grant ,$21.42million beneficiary contribution in cash and in kind and $0.83 million GoN contribution including both original and additional financing . The project is in operation sinceAugust 2009 and will continue throughout the country until June 2018. This project intends to apply portion of above assistance toeligible payments for the recruitment of Refining Food Quality Standards and Implementation Specialist on an intermittent basis for a period of 5 months. The consulting service include: Assisting Project Management Team, Department of Food Technology and Quality Control, Department of Agriculture and Department of Live Stock Services in improving effectiveness of SPS and food safety services, strengthening capacity of Food testing Laboratories, application of HACCP/GAP and GMP etc and help to setup of food safety and quality control system and implementation of all technical aspects and relevant capacity building. Assessing the status of Food Safety and Quality Control System including institutional arrangements and regulatory framework for the establishment of effective food safety and quality control system. Consultant is expected to develop an appropriate regulatory framework that meets national needs and the demand of trading partners. Similarly risk assessment for the milk value chain at production level and post production stages and derive recommendations for the promotion of Good Hygienic Practices (GHP) and Good Veterinary Practice (GVP) required in the milk value chain. Develop standards and guidelines required for producers, milk handlers and dairy industry for ensuring safety in dairy products in the milk value chain. In the same way carrying out a trainingneed assessment for staff at related departments, producers group, dairy industries and other private sectors, with respect to the implementation of GVP and GHP. The total duration of the assignment shall be five Months – with inputs provided intermittently over two years as detailed in the TOR. The Project now invites EOI from eligible interested and qualified Individuals to express their interest in providing the required services. In addition to their CV, interested Consultants must include the following information in their EOIapplication, which shall be substantiated with relevant certificates or documents: i. General and overall experiences of the Consultant for the last ten years and academic background. ii. Experience of the consultant in the required area of expertise. iii. CV of the proposed expert in the standard formats used in WB funded assignments. .
