International ICT Adviser (Procurement)

Assignment title: International ICT Adviser (Procurement) Reference Numbers: NIRTTP/PCO/TEPC/DOC/S/IND-8 Ministry of Commerce and Supplies, Government of Nepal has received assistance from the World Bank/IDA towards the cost of Nepal-India Regional Trade and Transport Project (NIRTTP) and intends to apply portion of this assistance to eligible payments for the consulting services. The scope of the consulting services as sought through this notification is to assist the Project Coordination Office (PCO), Nepal National Single Window (NNSW) and Nepal Trade Information Portal (NTIP) teams and other Government of Nepal Agencies involved in the NNSW and NTIP implementation including Nepal Department of Customs, Trade and Export Promotion Center, Ministry of Commerce and Suppliesas well as the Nepal Trade and Transport Facilitation Committee (NTTFC) to provide managerial and technical assistance and guidance to the PCO, NNSW and NTIP teams, through the first phase of the NNSW and NTIPimplementation by preparing the bid documents for the design and build of the Trade Portal and Nepal Single Window and the selection of firm for quality assurance, supervision and advisory services and guide the process of contract implementation. Functional and Technical Specifications for the NTIP and NSW have already been developed under a separate consultancy. The services will encompass the first phase of the NNSWand NTIP implementation – Single Stage and Two Stage ICT Procurement.: a. Project Management Discipline and Good Practices: to assist in introducing internationally accepted standards and good practices for overall project procurement. b. Contract Management: to assist the Government of Nepal (GoN) Teams to monitor that contract terms are fully met. c. Quality Assurance & Acceptance: to assist in managing the testing of the projects deliverables. d. Given the nature of this assignment, Government is looking for an a International Information Communication Technology (ICT) Advisor to provide innovative approachesfor this assignment by preparing technically viable and implementablebid documents for the design and build of the Trade Portal and Nepal Single Window and for the selection of firm for Quality Assurance (QA), supervision and advisory services. NIRTTP Project Office, Bhadrakali, Kathmandu now invites eligible Individual Consultants to express their interest in providing the above mentioned services. Interested Individual Consultants are required to provide information demonstrating that they are qualified toperform the services i.e. Resume containing Qualifications and Experiences suitable for simillar assignments.
