NEPAL ELECTRICITY AUTHORITY (Government of Nepal undertaking) Transmission Directorate Priority Transmission Line Projects under Power Sector Reform and Sustainable Hydropower Development Project (PSRSHDP) -------------------------------------------------------------------------------------------------------------------- REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES-FIRMS SELECTION) Country: Nepal Name of Project: Priority Transmission Line Projects Assignment Title: ESIA study of the Priority Transmission Line Projects Reference No: PSRSHD/NEA/TL/CS/QCBS-2 IDA Credit No: 5728-NP 1. The Government of Nepal has received funding from the World Bank's International Development Association (IDA) towards the cost for the Power Sector Reforms and Sustainable Hydropower Development Project and intends to apply part of the proceed for the Consulting Services for the the ESIA study of the Priority Transmission Line Projects. The identified lines and concomitant substations are: 400kV D/C Arun Hub - Inaruwa transmission line (about 130 km long) with new substation at Arun hub and substation expansion at Inaruwa. 400kV D/C Arun Hub - Dudhkoshi - Tingla Transmission Line (about 115 km long) with substation expansion at Arun Hub, Tingla and Dudhkoshi. 400kV D/C Inaruwa - Anarmani transmission line (about 100 km long) with new substation at Anarmani and substation expansion at Inaruwa. 2. As part of project preparation studies, the principal activities for the consulting services shall include but not limited to inter alia: Environmental and Social Screening and Scoping; Environmental and Social Assessment and Planning; Stakeholder Engagement Plan; Resettlement Planning Framework (RPF), Resettlement Action Plan (RAP), Vulnerable and Indigenous People's Development Plan (VIPDP) for each subproject; Gender Action plan; Executive Summary, in English, Nepali and Local Indigenous Languages; and Forest Clearance Permit Application and facilitating all required stakeholder engagement associated with the same. 3. The NEA now invites Expression of Interest (EOI) from interested and eligible consulting firms (“Consultants”) to provide the consulting services for the preparation of ESIA studies. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. All submittals from the consulting firms shall be in English language. All interested consulting firms, including JV firms, must meet the minimum requirements: must have at least 10 years of consulting experience in the field of environmental and social studies. must have completed the consulting job/contracts of IEE/EIA study of at least two hydropower or Transmission Line projects must have knowledge of and previous experience in carrying out environmental and social studies or have prepared ESIA in accordance with, World Bank or any other MDB’s safeguard policies, and must have completed/prepared RAP and VCDP in at least one hydropower/Transmission Line project. Incomplete Consulting Contracts/jobs will not be considered and hence will not be evaluated. 4. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Experience and qualifications of parent or subsidiary of the firm will not be considered for evaluation. 5. The attention of interested consultant is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection of Employment of Consultant under IBRD and IDA Credits & Grants by World Bank’s borrower- January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 6 .
