Government of Nepal Ministry of Finance Integrated Public Financial Management Reform Project (P164783) Public Expenditure and Financial accountability Secretariat Anamnagar, Kathmandu Grant no.: TF-A7474 and TF-A7475 Request for Expression of Interest (REoI) for Procurement Consultant (Full Time) [Contract No.: NP-PEFA-108785-CS-INDV] Publication date: April 07, 2019 The Government of Nepal (GoN) is executing Integrated Public Financial Management Reform Project (P164783 ) , a project financed by the PFM MDTF. The project development objective is strengthening the effectiveness of selected PFM institutions and procurement institutions, systems and procedures at the federal and subnational levels. IPFMRP is being implemented by Eight implementing agencies such as FCGO, OAG, PPMO, MoF, NPC, PAC Secretariat, MoFAGA, and ICAN including PEFA Secretariat itself. The primary target beneficiaries will be (a) Ministry of Finance, notably the Budget and Program Division, Revenue Management Division, FCGO, and PEFA Secretariat; (b) National Planning Commission Secretariat; (c) OAGN; (d) Public Accounts Committee (PAC) Secretariat; (e) PPMO; (f) SNGs; (g) Ministry of Federal Affairs and General Administration and other line ministries; and (h) Institute of Chartered Accounts of Nepal (ICAN). PEFA Secretariat now invites qualified and experienced individual consultants to express their interests for the post of Procurement Consultant to assist the implementing agencies on all the project related procurement activities of IPFMRP for a period of 180 days from date of contract. The Contract may be renewed upon satisfactory performance of consultant and further requirement of services for the project. The selection will be carried out based on the following qualification and experience criteria: Minimum Bachelor’s Degree in Management/Public Administration or Engineering discipline, preferably Master’s Degree.; Minimum 8 years of working experience in Government/ Public Enterprise/ NGO/ INGO/ National or International Bank or Financial Institution/ UN agencies Minimum 5 years of working experience in procurement in the capacity of procurement adviser/consultant/specialist/expert/manager/officer with involvement in procurement management of DP funded projects. Knowledge of Government of Nepal and World Bank procurement policies, procedures and guidelines; experience of at least one successful procurement of consulting services and one successful procurement of goods in World Bank funded projects is preferable; IT skills, Procurement training and communication skills.
