Invitation for Bids Date: September 19, 2018 Name of Project: Grid Solar and Energy Efficiency Project Name of Contract: Design, Supply, Installation/Erection, Testing and Commissioning of 11/0.4 kV Distribution System Contract ID Number: GSEEP/W/ICB-10 Credit No: 5566-NP The Government of Nepal has received a credit/grant from the World Bank’s International Development Association (IDA) in various currencies towards the cost of Grid Solar and Energy Efficiency Project (GSEEP). It intends to apply that part of the proceeds of this credit/grant will be applied to eligible payments under the contract for Design, Supply and Installation/Erection, Testing and Commissioning of Distribution System in Kavre, Dhading and Nuwakot districts. 2. The Nepal Electricity Authority (NEA) now invites sealed bids for the Design, Supply Installation/Erection, Testing and Commissioning of 11/0.4 kV Distribution System in Kavre, Dhading and Nuwakot districts (“the Facilities”). International competitive bidding will be conducted in accordance with the Bank's “Single-Stage” Bidding Procedure. 3. The Bidder shall have successfully executed as a contractor, management contractor, sub-contractor design, supply, manufacturing, installation/construction, testing and commissioning of at least 1300 km of 11 kV and 900 km of 0.4 kV Distribution Lines within the last 5 (Five) years, as of the last date of bid submission. 4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below during office hours Sunday through Friday. Complete bidding documents are also posted on the NEA website www.nea.org.np. 5. A complete set of bidding documents may be purchased within office hours up to November 05, 2018, by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs. 20,000 (In words, Nepalese Rupees Thirty Thousand only) deposited in the NEA Current Account 04400105200628 at Everest Bank Ltd., Baghbazar, Kathmandu or in the form of draft drawn in favor of the “Grid Solar and Energy Efficiency Project”. The document will be handed over to the bidder upon production of evidence of payment of the fee. Foreign Bidders, who wish to receive the bidding document by post/courier, may send a request to the Employer with a payment of additional fee of USD 300.00 in a form of bank draft in favor of “Grid Solar and Energy Efficiency Project”. If so requested, NEA will send the document to the address requested by them. However, the Employer will not be responsible for delayed or non-delivery of the documents so sent. 6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant , Design, Supply and Installation April 2008 revised August 2010. 7. Bids must be delivered to the address below office on or before 12:00 hrs Nepal Standard Time on November 06, 2018 and must be accompanied by a bid security in form of Bank’s Guarantee not less than USD 384,000.00 or an equivalent amount in freely convertible currency which shall be valid for 28 days beyond the bid validity period. The source of exchange rate shall be the exchange (selling) rates as published by the Nepal Rastra Bank (www.nrb.org.np) and the date for the exchange rate shall be the date 28 days prior to the bid opening. Bids shall be valid for the period of 120 days from the date of bid submission deadline. Late bids will be rejected.
