Government of Nepal Ministry of Agriculture and Livestock Development Rural Enterprise and Economic Development Project Office of the Project Director Hariharbhawan, Lalitpur REQUEST FOR EXPRESSIONS OF INTEREST Date of Publication : 25 August 2022 Country: Nepal Credit No.: 6787-NP Assignment Title: Consultancy Services for Detailed Project Report (DPR) of Provincial-level Regional Market Centers Contract ID: NP-MOALD-302720-CS-QCBS The Government of Nepal has received financing from the World Bank towards the cost of the Rural Enterprise and Economic Development Project (REEDP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the Preparation of Detailed Project Report (DPR) of Provincial-level Regional Market Centers (NP-MOALD-302720-CS-QCBS). An estimated inputs of key experts is 315 person days. The estimated duration of the consultancy services will be 3 months and expected start date shall be February 2023. The detailed Terms of Reference (TOR) for the assignment can be found at the website: reed.moald.gov.np, and can be obtained at the address given above. The REEDP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General work experience Specific work experience Technical and managerial capability The duration of contract period, contract amount and description of the assignments shall be clearly stipulated when mentioning as a work experience. Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [4th Edition, November 2020], setting forth the World Bank’s policy on conflict of interest. The Consultancy service is only solicited from private consulting firms. State owned enterprises or institutions and not-for-profit organizations (such as NGOs and Universities) are not eligible for consultancy service. The attention of interested Consultants is drawn to Section VII, paragraph 7.18 of the Procurement Regulations. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In case of joint venture, all the joint venture partners shall have at least 10 years of experience in consulting business. A Consultant will be selected in accordance with the Quality and Cost-based Selection method set out in the Procurement Regulations.
