Invitation for Bids Date: 13 March 2014 Name of Project: Nepal- India Electricity Transmission & Trade Project Name of Contract: Procurement of Plant Design, Supply and Installation of Power Transformer and Reactor at Hetauda, Dhalkebar & Inaruwa Substations Contract ID Number: NIETTP/G/ICB-2/TRANS Credit/Grant No: 4902-NP/H660-NP 1. The Government of Nepal has received a credit/grant from the World Bank's International Development Association (IDA) in various currenciestowards the cost of Nepal- India Electricity Transmission & TradeProject (NIETTP). It is intended that part of the proceeds of this credit/grant will be applied to eligible payments under the contract forPlant Design, Supply and Installation of Power Transformer and Reactors at Hetauda, Dhalkebar & Inaruwa Substations. 2. The Nepal Electricity Authority (NEA) now invites sealed bids for the "design, engineering, manufacture, testing at manufacturer's works, transportation, unloading and delivery at site including insurance & storage, erection, testing and commissioning at Site ofPower Transformer and Reactor at Hetauda, Dhalkebar & Inaruwa Substations ("the Facilities"). International competitive bidding will be conducted in accordance with the Bank's "Single-Stage" Bidding Procedure. 3. The bidder must have experience in Design, Supply, Installation, Testing and Commissioning of 220 kV or higher voltage class Power Transformer. The bidder must have Annual Average Turnover of 15 MUSD within last three years and must have: (i) supply, installation, testing and commissioning of the 220 kV or higher voltage class power transformers or substations including such power transformers in at least 2 (two) contracts within the last 10 (ten) years each with a value of at least USD 7 (seven) million, that havebeen successfully and substantially completed . (ii) For the above or other contracts executed during the period stipulated in (i) above, experience in supply and installation, testing and commissioning of at least three100 MVA or above capacity 220 kV or higher voltage class power . (iii) Participation as contractor, management contractor or subcontractor for supply, installation, testing and commissioning of the 220 kV or higher voltage class power transformers or substations including such power transformers within the last 10 (ten) years that have been successfully and substantially completed outside the bidder's home country. Detailed qualification criteria of the bidder, sub-vendors (manufacturers) and construction period are more elaborately described in the bidding documents. The contract duration is 15 months. 4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below during office hours Sunday through Friday.Complete bidding documents are also posted on the NEA website www.nea.org.np . 5. A complete set of bidding documents may be purchased within office hours up to 28 April 2014 by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable feeof NRs. 30, 000.00 (In words, Nepalese Rupees Thirty Thousand only) or USD 300.00 ( In words, US Dollars Three Hundred only) deposited in the current Account No. 00051040015275 at Laxmi Bank Ltd, Hattisar, Kathmandu or in the form of draft drawn in favor of the "Hetauda-Dhalkebar-Duhabi 400 kV TL, NIETTP". The document will be handed over to the bidder upon production of evidence of payment of the fee. Foreign Bidders, whowish to receive the bidding document by post/courier, may send a request to the Employer with a payment of additional fee of USD 300.00 in a form of bank draft in favor of "Hetauda-Dhalkebar-Duhabi 400 kV TL, NIETTP". If so requested, NEA will send the document to the address requested by them. However, the Employer will not be responsible for delayed or non delivery of the documents so sent. 6.
