This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 776 of 21 May 2010. 2. The Government of Nepal has received a credit and Grant from the International Development Association towards the cost of Project for Agriculture Commercialization and Trade (PACT), and it intends to apply part of the proceeds of this credit/Grant to payments under the Contract for Procurement of MP-AES for DFTQC [PACT-AF/G/ICB/28/2013]. 3. The Project for Agriculture Commercialization and Trade (PACT), Ministry of Agriculture Development now invites sealed bids from eligible and qualified bidders for Procurement of MP-AES for DFTQC [PACT-AF/G/ICB/28/2013] at Maharajgunj, Kathmandu, Nepal. Contract No. Particular Required Quantity PACT-AF/G/ICB-28/2013 Microwave Plasma-Atomic Emission Spectrophotometer (MP-AES) 4 (Four) Numbers 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, and is open to all bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest. 5. Interested Eligible Bidders may obtain further information from Mr. Nandkishor Yadav, [email protected] and inspect the bidding documents during office hours at the office of Project and the website http//www.dor.gov.np 6. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee NRs 3,000.0 (Nepalese Rupees Three Thousands) deposited in Revenue Account given below or US Dollar 35.0 (Thirty three) in the form of Bank Draft in favour of Project Director, Project for Agriculture Commercialization and Trade, Sallghari, Maharajgunj,Kathmandu,Nepal. Bidding documents can be purchased up to 17.00 hours of 21 August 2014. 7. Domestic Bidders have the option of submitting theirbids electronically through DoR E-submission system. However, this option is not available for international bidders who will be required to submit hard copies of their bids. If requested, the Bidding Documents will be sent by International Courier upon submission of an additional mailing fee of NRs 3,000.0 or US$35.0 and a request letter of the Bidder at the address given below. However, the PACT will not be responsible for delay or non-delivery of the document so sent. 9. Bids must be delivered to theaddress below at or before 12:00 Hours (local time) on 22 August 2014. Late bids will be rejected. 10. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 13:00 Hours (local time) on 22 August 2014. All bids must be accompanied by a Bid Security of NRs 910,000.0 0 or US$10,000.0 in accordance with Clause 19 of ITB.
