The Government of Nepal has received a credit/grant from the World Bank's International Development Association (IDA) in various currencies towards the cost of Nepal- India Electricity Transmission & Trade Project (NIETTP). It is intended that part of the proceeds of this credit/grant will be applied to eligible payments under the contract for Plant Design, Supply and Installation of Hetauda, Dhalkebar & Inaruwa Substations. 2. The Nepal Electricity Authority (NEA) now invites sealed bids for the Design, supply, construction, installation, testing and commissioning of 220 kV Hetauda, Dhalkebar & Inaruwa Substations ("the Facilities"). International competitive bidding will be conducted in accordance with the Bank's "Single-Stage" Bidding Procedure. 3. The bidder must have experience in Design, Supply, Installation, Testing and Commissioning of high voltage substations. The bidder must have Annual Average Turnover of 25 MUSD within lastthree years and must have executed within last ten year: (i) At least three similar contracts each with a value 15 MUSD; (ii) At least three contracts with aggregated substation capacity 500 MVA; and (iii) At least one contract of similar nature outside the bidder's home country Detailed qualification criteria of the bidder, sub-vendors (manufacturers) and construction periodare more elaborately described in the bidding documents. The contract duration is 21 months. 4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below during office hours Sunday through Friday. Complete bidding documents are also posted on the NEA website www.nea.org.np . 5. A complete set of bidding documents may be purchased within office hours up to December 31, 2013 , by interested bidders on the submission of a writtenapplication to the address below and upon payment of a nonrefundable fee of NRs. 30, 000.00 (In words, Nepalese Rupees Thirty Thousand only) or USD 300.00 ( In words, US Dollars Three Hundred only) deposited in the current Account No. 00051040015275 at Laxmi Bank Ltd, Hattisar, Kathmandu or in the form of draft drawn in favor of the "Hetauda-Dhalkebar-Duhabi 400 kV TL, NIETTP". The document will be handed over to the bidder upon production of evidence of payment ofthe fee. Foreign Bidders, whowish to receive the bidding document by post/courier, may send a request to the Employer with a payment of additional fee of USD 300.00 in a form of bank draft in favor of "Hetauda-Dhalkebar-Duhabi 400 kV TL, NIETTP". If so requested, NEA will send the document to the address requested by them. However, the Employer will not be responsible for delayed or non delivery of the documents so sent. 6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank Standard Bidding Documents: Procurement of Plant Design, Supply and Installation April 2008 revised August 2010. 7. Bids must be delivered to the address below office on or before 12:00 Hrs Nepal Standard Time on January 1, 2014 and must be accompanied by a bid security in form of Bank Guarantee not less than Nepalese Rupees 50,000,000.00 or an equivalent amount in freely convertible currency which shall be valid for 30 days beyond the bid validity period.
