Bidding is open to all eligible Bidders from all countries as defined in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (Revised September 2023). The Provincial and Local Roads Improvement Program (PLRIP), Provincial Project Management Unit (PPMU), Madhesh Province invites electronic bids from eligible bidders for the procurement of Upgrading works of Manharpur (Sahid Marg) – Hanspur – Kharyani – Simrari Road of Dhanusha District. The Road started at Manharpur (Sahid Marg) and ended at Simarai. The construction period is 2 years. The works consists of two phases: (a) Phase: 1 Construction/ /Upgrading Works- The Upgrading works of Manharpur (Sahid Marg) – Hanspur – Kharyani – Simrari Road of Dhanusha District consisting the Site Clearance, Earthworks. Flexible pavement construction, rigid pavement construction, Road safety and traffic management work, retaining structures, culverts, drain and bio-engineering works, etc., and (b) Phase 2: Performance Based Maintenance Works for 5 years (Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the Technical Specifications) after completion of construction/ improvement/ upgrading works, under National Competitive Bidding – Single Stage Two Envelope Bidding procedures. Only eligible bidders with the following key qualifications should participate in this bidding: Minimum Average Annual Construction Turnover of last 5 years NRs 444,700,000.00 Minimum Work experience of similar size and nature: At least One (1) Bituminous Road Contract within the last ten (10) years, with a value of at least NRs 355,800,000.00 that have been successfully or are substantially completed and that are similar to the proposed works Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.
