Consulting Services for Road Transport Safety and Axle Load Control Study in Nepal
Request for Expressions of Interest (First Publication Date: April 24, 2014) Activity: "Consulting Services for Road Transport Safety and Axle Load Control Study in Nepal" ID: NIRTTP/PCO/DOTM/S/QCBS-18 Department of Transport Management, Ministry of Physical Infrastructure and Transport, Government of Nepal (GON) has received financing from the International Development Association (IDA), towardsthe cost of Nepal-India Regional Trade and Transport Project (NIRTTP)and intends to apply part of the proceeds for "Consulting Services for Road Transport Safety and Axle Load Control Study in Nepal". The scopeof the consulting services is to conduct study on road transport safety and axle load control in Nepal from the perspective of transport management.The services require both national and international inputs and are expected to be completed within seven months. The scopeof consulting services includes: Part A: Road Safety- review and update the existing legal provisions for road safety. This includes the study of the road safety components under the vehicle, drivers' licensing, traffic management and other relevant aspects under the DOTM responsibility. Part B: Axle Load Control- review and update the existing legal provisions for overloading control and preparation of operational guidelines and directives for the effective implementation of overloading control in Nepal. NIRTTP, Sub Project Office, at Department of Transport Management, Ministry of Physical Infrastructure and Transport now invites eligible Consulting Firms to express their interest in providing the above mentioned services. Interested firms must provide information demonstrating that theyare qualified to perform the services i.e. profile, description of similar assignments, experiences in similar conditions and availability of key professional staffs. The short listing will be carried out based on the following criteria: General experiences of the firm, Specific experiences of the firm, Availability of key professional staff, Financial information for last 5 years, Adherence to the code of ethics and anticorruption policy of government, Consultantsmay associate with other firms in the form of a joint venture to enhance their qualifications. A consulting firm will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank borrowers, January 2011 for Quality and Cost Based Selection (QCBS) method.
