Government of Nepal Ministry of Physical Infrastructure and Transport Department of Roads Foreign Cooperation Branch Environmental and Social Study for Kathmandu (Nagdhunga) Naubise Mugling Road and Bridges Contract Identification Number: NIRTTP-DOR-S-QCBS-2 Notice No. NIRTTP/08/071-72 REQUEST FOR EXPRESSION OFINTEREST (REOI) Date of first publication: December 09, 2014 Name of project: Nepal India Regional Trade and Transport Project Credit No.: 5273-NP The Government of Nepal has received financing from the World Bank toward the cost of the Nepal India Regional Trade andTransport Project and intends to apply part of the proceeds for consulting services. The scope of the consulting services is Environmental and Social Impact Assessment and preparation of Environmental Management Plan, Resettlement Action Plan, and Vulnerable Community Development Plan for Kathmandu (Nagdhunga) Naubise Mugling Road. Anticipated date for commencement of the services is April 2015 and the tentative duration of the assignment is about 10 months . The consultant shall also coordinate and interface with the separately contracted consultingteam for Feasibility Study, Detail Design of Kathmandu Naubise Mugling Road under the NIRTTP project. The existing Kathmandu (Nagdhunga) Naubise MuglingRoad is about 96 Km having approximate 7000 AADT. Consultant shall provide environmental and social expert service in Feasibility-stage, independent review of alternatives analysis for Road and Bridge works along Kathmandu-Naubise-Mugling segment and Environmental and Social Assessment and Planning Studies for Road and Bridge works in Detailed Design stage along Kathmandu-Naubise-Mugling segment. Nepal India Regional Trade and Transport Project, Foreign Cooperation Branch, Department of Roads under the Ministry of Physical Infrastructure and Transport now invites eligible Consulting firms (Consultants') to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: · Business Objective and Expertise of the Firm. · Corporate Capacity of the Firm (Annual Turnover, Financial Information for last 5 years) · General Work Experience of the Firm. · Work (including Road and Bridge works) experience of the Consulting Firm and its complexity, in Nepal and abroad. · Experience of the firm in required field of experience. · A list of personnel with qualification, experience and association with the Firm. · Adherence to the code of ethics and Government's anticorruption policy The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection andEmployment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 ('Consultant Guidelines') setting forth the World Bank's policy on conflict of interest. A consultant will be selected in accordance with the (QCBS) method set out in the Consultant Guidelines, Dated January 2011. It is intended that short listed consultants will be invited to submit their technical and financial proposal as per the Request for Proposal document to be issued to them. Consultant may associate to enhance their qualification. Consultant shall clearly state their association if any whetherin the form of joint venture or sub consultant in the Expression.
