REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL) (Date of Publication: November 14, 2018) NEPAL Power Sector Reform and Sustainable Hydropower Development Project (PSRSHDP) Loan No./Credit No./ Grant No.:5728-NP Assignment Title : Social Specialist as a member of Panel of Experts to provide independent technical review for the consultancy of Environment and Social Impact Assessment (ESIA), Cumulative Impact Assessment (CIA) and Social Planning Studies of Upper Arun Hydroelectric Project and Ikhuwa Khola Hydropower Project Reference No .: PSRSHDP/ NEA/S/IND-9 The Government of Nepal has received financing from the World Bank toward the cost of the Power Sector Reform and Sustainable Hydropower Development Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing independent technical review of the reports and deliverables of the Environment Consultant with intermittent input spanning 18 month as a Social Specialist , information on which can be found in detail in the TOR attached or in NEA website: www.nea.org.np. The Nepal Electricity Authority, an implementing agency of the Client, now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide up to date CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services. The broad shortlisting criteria are as follows: Qualifications of the Social Specialist Minimum post graduate qualification in social sciences or a related field, and At least 15- 20 years of experience with good country knowledge of Nepal, particularly of its historical and current development trends and political dynamics, its legal framework related to land acquisition, involuntary resettlement, Indigenous Peoples issues, gender and vulnerable communities. Good knowledge and application experiences of World Bank social safeguard policies are a must. The specialist should have extensive field-based experience with planning and implementation of land acquisition and involuntary resettlement. Good knowledge and operational experiences in big infrastructure would be an advantage to the assignment. Strong expertise is expected in planning and conducting social assessment, designing and implementing social development action plans, including resettlement action plans, vulnerable community and gender action plans for large hydropower, infrastructure or water-related investment projects. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Consultant Guidelines.
