Request for expression of interest (For Two NGOs Selection) Nepal Project for Strengthening National Rural Transport Program (SNRTP) Credit No./ Grant No.: IDA Credit: 5336-NP / IDA Grant : H899-NP Assignment Title: NGOs for Beneficiary Monitoring Reference No.: SNRTP-CPCU-S-CQS-34-071/072: Hiring of NGOs services for Beneficiary Monitoring Expression of Interest Date of First Publication: June 14, 2015 The Government of Nepal has received financing from the WorldBank toward the cost of the strengthening the National Rural Transport Program, and intends to apply part of the proceeds of for NGO services. The NGO services include the capacity building of CBOs with respect to governance, monitoring and accountability in the project activities at project implementation level. However the services of NGOs are as below: · Increase effectiveness of SNRTP by integrating the views of direct and indirect beneficiaries into the supervision of theproject with respect to the performance of civil works. · Establish channels through which citizens can provide constructive feedback and file grievances with regard to road infrastructure quality, accessibility and Operation and Maintenance (O&M), and · Provide data for IntermediateResults Indicator 2 of the project: Improved transparency and accountability in the implementation of physical works The services will be required for four (4) years. The Central Project Coordination Unit /SNRTP/ DoLIDAR now invites eligible NGOs to indicate their interest in providing information the services. Interested NGOs should provide information demonstrating they have the required qualifications and relevant experiences to perform the services (brochures, general experience, description of similar assignments, availability of appropriate skills among professional staff/ experts, resources, etc.). Consultants (NGO) will be assessed based on their experience and qualifications relevant to the assignment. The eligibility criteria are: · The NGO must be registered in the District Administration Office and affiliated with Social Welfare Council. · The NGO must have 7 (seven) years of general experience in social mobilization in development works · Minimum Three (3) years of specific experience in capacity building of CBOs and community monitoring of the development works The attention of interested NGOs is drawn to paragraph to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment ofConsultants under IBRD loans and IDA grants and credits by World BankBorrowers January, 2011) The tentative inputs of the key personnel of one NGOs in different field supposed to be as follows: ü Social Development Expert ( Team Leader) : 48 Person Month ü GovernanceExpert : 12( Twelve) Person Month ü Training Coordinator: 8 (Eight) Person Month ü Procurement & Quality Engineer : 12(Twelve) Person Month NGOs may associate with other NGO in the form a joint venture to enhance their qualifications. A consultant will be selected in accordance with the CQS procedures as set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers January, 2011)5.
