REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL) NEPAL Power Sector Reform and Sustainable Hydropower Development Project (PSRSHDP) Loan No./Credit No./ Grant No.:5728-NP Assignment Title : Cost and Schedule Engineer as a member of Panel of Experts to provide independent technical review for the consultancy of Detailed Engineering Design and Preparation of Bidding Documents for Construction of Upper Arun Hydroelectric Project and Ikhuwa Khola Hydropower Project Reference No .: PSRSHDP/ NEA/S/IND-14 The Government of Nepal has received financing from the World Bank toward the cost of the Power Sector Reform and Sustainable Hydropower Development Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing independent technical review of the reports and deliverables of the Design Consultant with intermittent input spanning 33 month as a Cost and Schedule Engineer, information on which can be found in detail in the TOR attached. The Expert shall be a permanent member of the Dam Safety Panel of Experts (DSPOE). The Nepal Electricity Authority, an implementing agency of the Client, now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide up to date CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services. The broad shortlisting criteria are as follows: Minimum of bachelor’s degree in civil engineering or equivalent and preferably Master’s degree or equivalent in Civil Engineering discipline. At least 20 years of professional experiences with extensive experience in the cost and scheduling of large hydropower projects. The Expert will review the available cost estimates to confirm the validity and correctness of the estimates. Where available, review base calculation sheets / sub-sheets which describe the BOQ, general calculations and derivations of materials / equipment / manpower contributing for the Civil Works for the project to obtain a comprehensive understanding of the Cost estimates. The expert will also review the design drawings which relate to BOQ aspect of the project and the sheets deriving the materials / equipment cost for HM and E&M Works. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Consultant Guidelines.
