REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL) Notice Publication Date: 14 September 2024 Nepal Nurturing Excellence in Higher Education Reform Program (NEHEP) Loan No./Credit No./ Grant No.: 6884-NP Assignment Title: Social Safeguard Consultant Reference No . : NEHEP/UGC/CS/IND-01/081/82 The University Grants Commission has received financing from the World Bank toward the cost of the Nurturing Excellence in Higher Education Program, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the assisting UGC/HEI’s to implement the procurement activities related to goods, works and consultancy services supported by NHEP/ NEHEP as a program and IPF component in accordance with the procurement legislation of Government of Nepal and World Bank Guidelines The University Grants Commission now invites eligible “Individuals/Consultants” to indicate their interest in providing the Services. Interested Consultants should provide detailed curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Masters in a relevant social science (humanities, sociology, anthropology, social development) or other related discipline. Minimum 5 years of experience in the related field and/or 3 years’ direct experience in managing social aspects including gender and Gender-based Violence in the higher education sector. Familiarity with higher education sector related laws, regulations and policies of Nepal, particularly as they relate to the social impacts of the Program. Preference for experience with and/or good knowledge of the World Bank’s Environmental and Social Framework (ESF) and Environmental and Social Standards[1], and other donor-funded projects. Good command of IT applications such as MS-office and other basic computer skills. Good presentation, interpersonal and communication skills. Excellent written and verbal communications skills in English and Nepali. The attention of interested Consultants is drawn to Section III of the Procurement Regulations for IPF Borrowers Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Procurement Regulations.
