REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL) (Date of Publication: November 14, 2018) NEPAL Power Sector Reform and Sustainable Hydropower Development Project (PSRSHDP) Loan No./Credit No./ Grant No.:5728-NP Assignment Title : Environmental Specialist as a member of Panel of Experts to provide independent technical review for the consultancy of Environment and Social Impact Assessment (ESIA), Cumulative Impact Assessment (CIA) and Social Planning Studies of Upper Arun Hydroelectric Project and Ikhuwa Khola Hydropower Project Reference No .: PSRSHDP/ NEA/S/IND-8 The Government of Nepal has received financing from the World Bank toward the cost of the Power Sector Reform and Sustainable Hydropower Development Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include providing independent technical review of the reports and deliverables of the Environment and Social Study Consultant with intermittent input spanning 18 month as an Environmental Specialist , information on which can be found in detail in the TOR attached or in NEA website: www.nea.org.np. The Nepal Electricity Authority, an implementing agency of the Client, now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide up to date CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services. The broad shortlisting criteria are as follows: Qualifications of the Environmental Specialist: Minimum Post graduate degree in Environmental Sciences, Environmental Engineering or Natural Resources Management. Graduate training in Environmental Planning and Management will be an added advantage. At least 15- 20 years of experience with the preparation and implementation of Environmental Impact Assessments. Should have significant experience in (a) preparation of environmental assessments for large scale infrastructure projects including dams; (b) methods and model studies for analyses and prediction of environmental impacts, particularly for hydropower projects; (c) design and implementation of environmental management, mitigation and monitoring plans; (d) development of detailed cost estimates and schedules for environmental management, mitigation and monitoring plans; and (e) public consultation and disclosure processes; f) analysis of impacts of HP projects on forests and terrestrial biodiversity; (g) experience in Occupational Health and Safety and protection of Communities during construction and operation; (h) development of watershed treatment approaches and landslides mitigation; (i) Capacity to assess the Climate Change impact of HP projects and in particular estimate GHG contribution. Familiarity and experience with Cumulative Impact Assessment as well as the ecology of Himalayan fish populations are strongly desirable. With respect to international consultant, the experience of working in South Asian Region will be desirable/asset. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Consultant Guidelines.
