This Invitation for Bids follows the General Procurement Notice for this Project that appearedin Development Business, issue no. 790 of 31 16 January 2011. 2. The Ministry of Health and Population (MoHP) has received a grant/credit from the International Development Association toward the cost of Nepal Health Sector Program II, and itintends to apply part of the proceeds of this grant/credit to payments under the Contracts for the Supply and Delivery of BCG Vaccine, Syringes and Safety Box at Central Medical Store, Teku, Kathmandu, Nepal for each of four (4) slices as detailed in the paragraph 7 below. The MoHP, Department of Health Services (DoHS), Logistic Management Division (LMD), Teku, Kathmandu now invites sealed bids from eligible and qualified bidders for the Supply and Delivery of BCG Vaccine, Syringes and Safety Box at Central Medical Store, Teku, Kathmandu, Nepal under a multiyear contract arrangement . A bidder may bid for any one or more than one slice. Bidders bidding for more than one slice will so indicate in their bid form, together with a statement regarding discount/cross discount if any. Bidders shall quote for the complete quantity of quoted slice. Evaluation will be conducted for each slice, with the final award being determined based on the combination that is of least cost to the Purchaser. The Bidder, if a manufacturer, shall have average annual production capacity for goods offered to be five times the average annual quantity of quoted goods, at least two (2) years' experience in manufacturing similar goods, and average annual turnover in the past three (3) years to be five (5) times the average annual value of quoted goods. The Bidder, if not a manufacturer, shall have an annual production capacity of the proposed manufacturer for the goodsto be supplied to be five times the average annual quantity of quoted goods the manufacturer proposed shall have at least two (2) years' experience in manufacturing similar goods, successfully completed at least one contract for similar health products in the past three (3) years, an annual average turnover over the past two (2) years of at least the average annual quoted value of goods, and average annual turnover of the proposed manufacturer in the past three (3) years to be five times the averageannual value of the quoted goods.. Vaccines to be supplied under this bid must be registered with the Department of Drugs Administration, Government of Nepal (DDA/N) through either a valid marketing licence if the product is manufactured in Nepal or a valid import licence issued by DDA/N in case the product is manufactured in foreign country. Such import licence is not required at the time of bid submission. However, a successful bidder offering products manufactured in a foreign country shall be required to submit a certified copy of a valid import licence at the time of contract signing. Such licences are not required for the supply of items categorized as syringes and safety box. Bidders who cannot submit licence/registration certificate from DDA/N at the time of bidding are strongly advised toconsult DDA/N to initiate the process for issuance of such licence. For p harmaceutical products registered by a Stringent Regulatory Authority (SRA) the procedure for obtaining an import licence from DDA requires less time.
