GOVERNMENT OF NEPAL NEPAL ELECTRICITY AUTHORITY (NEA) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Country: NEPAL Project: NEA-Institutional Strengthening Project Sector: Power Sector CONSULTING SERVICES of System Integrator (SI) for Integrated Financial Management Information System (IFMIS) Implementation IDA /Credit No. 4902-NP &Grant No.H 660-NP. Project ID: NEA/CS/QCBS/PD-5 Expressions of interest The Government of Nepal has receiveda credit/grant from the World Bank's International Development Association ( IDA ) toward the cost of Nepal-India Electricity Transmission and Trade Project (NIETTP), and it intends to apply part of the proceeds of this credit/grant to payments under the Contract for Procurement of consulting services of System Integrator (SI) for the Implementation of Integrated Financial Management System (IFMIS). The services include the following: 1. Consultancy Services of SI for IFMIS Implementation · Installation, customization and implementation of SAP/Oracle ERP based IFMIS including Finance, Materials Management, Payroll and Retirement Benefits, Employee Claims, Fixed Assets and Project Accounting modules, at around 20-25 pilot locations · Integration of existing Billing and Collection system with the proposed IFMIS · Capacity building ofthe users of the IFMIS modules · Post Go-Live support- 1 Year onsite and 2 Years offsite/remote · Annual Technical Support (ATS)for IFMIS (including hardware) for a period of 3 years from Go-Live date. First year ATS will be onsite and offsite support may be providedduring the balance period without compromising quality of support to NEA 2. Supply of Hardware · Supply/upgradation of the requisite hardware and networking infrastructure for the proposed IFMIS including setting-up the supplied IT infrastructure at NEA's server room. 3. Supply of Software · Supply of SAP/OracleERP licenses · Supply of system software More details on the services are provided in the 'Terms of Reference' at www.nea.org.np or obtain the documents from the Nepal Electricity Authority at address below. A "Guidelines to Consultant for Expression of Interest" is also issued along with the 'Terms of Reference'. The Guidelines to Consultant highlights the procurement process, qualification and evaluation criteria, forms & formats for submitting Expression of Interest. NEA now invites eligible consultants to submit Expressions of interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other consultants/ firmsto enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultantsby World Bank Borrowers, January 2011.
