Bidders may submit bids for any one lot or a combination of lots. Eligibility and qualification of bidders shall be assessed in accordance with the Qualification and Evaluation Criteria detailed in the bidding documents. The works mainly consists of two phases: Phase 1 Upgrading Works: Upgrading of existing road from 2-Lanes to 4 Lanes and Service Lanes, Structures, Bridges, etc. including Defect Notification Period Phase 2: Performance Based Maintenance Works Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the PBM Specifications Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Fifth Edition September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Evaluation will be carried out using rated criteria, with 20% weight assigned to the technical proposal and 80% to the financial offer. For electronic submission, a non-refundable fee of NPR 20,000.00 or equivalent for each lot shall be deposited as specified in the RFB document.
