REQUEST FOR EXPRESSIONS OF INTEREST (Fist Publication Date: 10 October 2013) Nepal Name of Project: Building Resilience to Climate-Related Hazards (BRCH) Project Loan No: TF 013557 / Grant No: TF 013665 Project ID No: P127508 Assignment Title: Consulting Service for Building Design and Supervision Reference No: Contract ID No: PPCR/DHM/S/CQS-8 The Department of Hydrology and Meteorology has received financing from the World Bank toward the cost of the Building Resilience to Climate-Related Hazards Project and intends to apply a portion of the financing to eligible payments under this contract for consulting services. The Project aims to strengthen the capacity of the Department of Hydrology and Meteorology to meet Nepal's need for timely and accurate weather, climate and water related information and alert services. The main objective of this consulting services assignment is to ensure the detailed design of a climate smart 'green' DHM office building construction. In addition, the consulting services should also perform the supervision task from this contract package during the construction phase. The consulting services include three phases: 1. Detailed engineering design of a climate smart 'green' DHM office building 2. Preparation of bidding documents and assisting the procurement process. 3. Construction supervisiontask during building construction period. Details of the services are included in the Terms of Reference which may be obtained from BRCH/DHM or can be downloaded fromwebsite of the Department of Hydrology and Meteorology ( www.dhm.gov.np/notices ). DHM/BRCH now invites eligible national consulting firms having minimum 5 years of working experience, with adequate financial turnover, and human resources to indicate their interest in providing the services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (brochures, general experience, description of similar assignments, experience in similar conditions, availability of appropriate skills among professional staff/experts, layout of the existing office setup with available resources etc). Consulting firms will be assessedbased on their experience, qualifications, and management capabilities relevant to the assignment. Experience in energy efficient and greenbuilding design will be an advantage. Firms may associate to enhance their qualifications. A consulting firm will be selected as per theWorld Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 adopting selection method "Selection under a Consultant Qualification Selection (CQS)".
