For this contract the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Provincial Project Management Unit (PPMU), Janakpurdham, Dhanusha invites sealed bids from eligible Bidders for the procurement of Upgrading works of Kalaiya-Malahi Road (16.226 Km) of Bara District. The construction period is Two (2) years. The works consists of two phases: (a) Phase: 1 Construction/ /Upgrading Works- The Upgrading works of Kalaiya-Malahi Road (16.226 Km) of Bara District consisting of the Site Clearance, Earthworks. flexible pavement construction, rigid pavement construction, Road safety and traffic management work, retaining structures, culverts, drain and bio-engineering works, etc., and (b) Phase 2: Performance Based Maintenance Works for 5 years (Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the Technical Specifications) after completion of construction/ improvement/ upgrading works, under International Competitive Bidding – Single Stage Two Envelope Bidding procedures. Both phases will be awarded under this procurement but phase 1 (upgrading works) will be fully funded by the World Bank whilst the phase 2 (maintenance works) will be funded by the government of Nepal. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulation for IPF Borrowers, 7th edition dated September 2025” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % . and for Bid cost: 40 %. Interested eligible Bidders may obtain further information and inspect the bidding documents during the office hours (i.e., 9:00 to 17:00 hours) at the address given below or at the Website: https://ppmu.madhesh.gov.np A single-stage, two envelope RFB process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFB Document. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application at the address below and upon payment of a nonrefundable fee NRs 20,000.00 (In Words: Twenty Thousand Only) or US$150 .
