Governm e nt of Nepal , has received a loan/grant from International Development Association (IDA) towards the cost of Urban Governance and Development Program, Emerging Towns Project . Baglung Municipality , Baglung has received a loan/grant from Town Development Fund (TDF) which is a beneficiary of the IDA loan/grant, and intends to apply part of the funds to cover eligible payments under the Contract for Improvement of Existing Road of Baglung Municipality , Baglung, Contract Identification number: UGDP/BAG/W/ICB/01 2. Baglung Municipality, Baglung now invites sealed bids from eligible and qualified bidders for the construction of various infrastructures of Upgrading of Municipality Access Road under the contract of Improvement of Existing Road of Baglung Municipality , Baglung. The construction period is Fifteen months. Qualified domestic bidders may be eligible to receive a margin of preference of up to 7.5 percent in Bid evaluation only [subject to the provisions of Section III of the bid documents and ITB Clause 33.2. 3. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised in October 2006 and May 2010 and is open to all bidders from Eligible Source Countries as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest. 4. Eligible Bidders may obtain further information and inspect the bidding documents at the office of Baglung Municipality , Baglung during office hours or may visit E-procurement section of Do LIDAR Web site http://www.dolidar.gov.np . 5. Domestic bidders have the option to submit theirbids electronically through DoLIDAR E-submission system. However, this option is not available for international bidders who will be required to submit hard copies of their bids manually. 6. A complete set of Bidding Documents in English may be downloaded from the Do LIDAR we bsite, or may be purchased during office hours on or before 09 February 2014 (26 Magh, BS 2070) from the office of Baglung Municipality, Baglung by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of NPR 10,000.00 (Ten Thousand) or equivalent in a freely convertible currency. If so requested, the Bidding Documents can also be sent bypost/courier services upon payment of additional cost of NPR 5,000 (Five Thousand) or equivalent . However, the Employer will not be responsible for delay or non-delivery of the documents so sent. 7. For the purpose of Domestic Bidders who choose to submit their bid electronically through E-procurement section of Do LIDAR 's Web Site: http://www.dolidar.gov.np , the Bidders may either purchasethe hard copy of bidding documents or may choose to download the necessary part of bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. In case ofDomestic Bidder who choose to download and submit bid electronically,the Bidder shall be required to deposit the cost of bidding document,as specified in para 6 above, in the Municipilty's Rajaswa (revenue) account as specified below in para 9 and also submit an electronic scanned copy (pdf format) of the Bank deposit voucher/tele transfer receipt along with the electronic bid files. 8.
