The Government of Nepal has received financing from the World Bank toward the cost of the Private Sector-Led Mini-Grid Energy Access Project (MGEAP), and intends to apply part of the proceeds for the procurement of the following Consulting Services (“the Services”): Contract ID (STEP Ref.) The total duration of the consultancy services will be 5 months and the expected start date of the assignment is April 2026 . 3. The detailed Terms of Reference (ToR) for the assignments and Expression of Interest (EoI) submission procedure can be obtained from the website of AEPC: www.aepc.gov.np or can be obtained from the office of AEPC located in Tahachal, Kathmandu, Nepal. 4. The AEPC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 5. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 (6th Edition, February 2025) “Procurement Regulations”, setting forth the World Bank’s policy of conflict of interest. 6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: a. General work experience within the last 10 years b. Specific work experience within the last 10 years c. Technical and Managerial Capacity of Consulting Firm 8. Further information can be obtained from the office of AEPC, Tahachal, Kathmandu, during office hours. 9. Expression of Interest (EoI) must be delivered in a written form to the AEPC Tahachal, Kathmandu, in person, or by mail, or by email on or before 16 :00 Hours Local Time on 2 February 2026. 10 The eligible and interested consultants need to express their interest separately for the task, as mentioned above, advertised by the office of AEPC located in Tahachal , Kathmandu .
