H661-NEP) PROJECT COORDINATION OFFICE (PCO) BABARMAHAL, KATHMANDU, NEPAL INVITATION for EXPRESSION OF INTEREST (EOI) FOR SHORT LISTING OF CONSULTING FIRMS Notice no: CS/F/ 002-070/71, Job no: UGDP/PCO/S/FBS-1.08 Date of First Publication : 2 October, 2013 T he Government of Nepal (GoN), Ministry of Urban Development (MoUD), Department of Urban Development and Building Construction (DUDBC) is executing the Urban Governance and Development Program: Emerging Towns Project (UGDP:ETP) in six municipalities: Dhankuta, Itahari, Mechinagar, Tansen, Baglung and Lekhnath, with the assistance of the World Bank (WB) and GIZ. The project development objective is to improve the capacity of the participating municipalities toplan, implement and fund urban development activities. The Project has three components: C omponent I - Strengthening Municipal Planning Capacity for Urban Development - involves the channelling of discretionary top-up grants to the six municipalities to support the execution of their mandated functions and service delivery improvements; Component II - Capacity Building for Municipal Infrastructure Development- supports the planning, financing and execution of strategic socio-economic infrastructure projects; and Component III - Institutional Development - supports the institutional strengthening of participating municipalities, Ministry of Federal Affairs and Local Development (MoFALD), MoUD, the DUDBC, the Town Development Fund (TDF) and program management. The project supports GoN's vision for balanced urban development and strengthened local governance by enhancing the capacity of municipal authorities to deliver improved services to their residents and businesses. From the start of project implementation in July 2011, a GIZ funded Municipal Support Team (MST), consisting of a multidisciplinary team of experts, was mobilized to assist the PCO and the six municipalities to implement the overall activities of the UGDP:ETP. This MST support will end by June 30, 2014. The UGDP:ETP requires MST support until project completion, July 2016. Therefore, the Project Coordination Office (PCO) intends to hire a new MST with IDA funding basedon a fixed cost method in accordance with IDA guidelines for procurement of consultants. To ensure smooth transition and proper handover ofthe activities, the new MST is expected to be on board by February 2014 so that there is an "overlapping period" between the incoming and the outgoing MST consultant/s. This notice, therefore, invites eligible consulting firm/s to submit an Expression of Interest (EoI). A concise letter of intent should provide a precise summary of the company profile including information on: management and technical competence to carry out the assignment, organizational setup, annual financial turn over and proven track record of past experience in similar work. The deadline for submitting of application is by the close of business, 5:00 pm on the 16 th day of first publication of this notice (i.e.17 October, 2013) at the address shown below. In case the deadline falls on a government holiday it shall automatically extend to the next working day. The evaluation for shortlisting will be based on the following criteria: (i) general experience, (ii) specific/similar work experience; (iii) organizational structure and in-house permanent staff; (iv) financial capability and (v) work experience in donor assisted projects. The outcome of the short listing will be informed publicly; only short listed firms will be invited to submit proposals. The Project may cancel the shortlisting process at any time and that it is not bound to accept any or all EoIs received without incurring any liability to the firms.
