The Government of Nepal has received financing from the World Bank/IDA towards the cost of Project for Agriculture Commercialization and Trade (PACT) and, intends to apply part of the proceeds for consulting services. The consulting service includes the assessment study of sub projects to identify the gaps and inefficiencies andother areas where the performance of the matching grant scheme can befurther increased. The specific objective of this assignment is to review the processes and outcomes of the MGS. The implementation period of this service will be for 3 months. 2. All concerned are hereby informed that our previous notice for INDEPENDENT ASSESSMENT OF MATCHING GRANT SCHEME (MGS) dated 5 October 2013 has been cancelled. So,PACT again invites EOI from eligible interested consulting firm(s)/Company to indicate their interest in providing the services. 3. Interested consultants should provide information demonstrating that they have the required qualifications and the relevantexperience to perform the services. The consulting firms and agenciespreviously engaged with PACT for providing any services to it either as a leading firm or as a partner in joint venture will not be eligible to submit the expression of interest (EOI) individually or in a JV, unless the assignment has been completed and the final payment has been received by it before the submission of the EOI to the project. 4. Interested applicant may obtain further information from PACT office during office hours and from the website ( www.pact.gov.np ). 5. The short listing criteria are: (i) Experience in competitive Matching grant Schemes/projects, (ii) Experience in the evaluation of Agricultural projects, (iii) Experience in the similar geographical region, (iv) Availability of qualified personnel and specialists to undertake the assessment of MGS. 6. The attention of interested consultantsis drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants, setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of joint venture. 7. The Consulting firm will be recruited by the Project in accordance with the World Bank's Guidelines on the use of Consultants using quality-and-cost-based selection (QCBS) procedures. 8. Submissions must also contain Notarized copies of currently valid firm registration, PAN/VAT registration certificates, tax clearance certificate of FY2069/70, Declaratrion, and Power of Attorney for demonstrating their eligibility. 9. The EOI must be delivered in a written form to the address below ( in person,or by mail, or by fax, or by email by 9 May 2014. 10. If the last date of submission of the EOI happens to be a holiday, the next working day will be the last date for submission. 11.
