Reference No.: SRCTIP-DOR-BNP-QCBS-44-RE The Government of Nepal has received financing from the World Bank toward the cost of Strategic Road Connectivity & Trade improvement project (SRCTIP) and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include Construction Supervision of Improvement/Upgrading of Bagmati - Nijgadh- Pathlaiya Road Section from Chainage 313+450 to 366+878 and Bridges of Mahendra Highway. Terms of Reference is available in the website of the Department of Roads: ww.dor.gov.np/home/notices. Anticipated date for commencement of the services is June 2026 and the tentative duration of the assignment is about 99 months. The Department of Roads, Development Cooperation Implementation Division (DCID) now invites eligible International Consulting firms ("Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Core business and years in business Relevant experience of the Consulting Firm with similarity in nature, size, complexity within last 10 years. Experience of the firm outside the native country will have advantage. Experience of the firm in Multilateral Bank finance Project is preferable. Technical, Managerial and organizational capability of the firm (Professional staff relevant to the assignment) ISO or similar certification of the organization. (Note- Consultants shall mention the work experience indicating consulting service amount, duration of the assignment, commencement and completion year. For Road Project, the consultant shall mention detailed features of the road including length and number of lanes.) The attention of interested Consultants is drawn to paragraphs 3.16 - 3.17 of the World Bank's Procurement Regulations for IPF Borrowers , fifth Edition, september 2023 setting forth the World Bank's policy on conflict of interest. A consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy . In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consulting Firm is not permitted to form association as Sub - Consultant with more than 2 (Two) Lead Consulting Firms. The Consultants' association, not stated clearly, shall be considered in the form of sub- consultancy.
