Government of Nepal Ministry of Agriculture and Livestock Development Nepal Livestock Sector Innovation Project (P156797) Hariharbhawan, Lalitpur REQUEST FOR EXPRESSIONS OF INTEREST (First Publication date: August 23, 2018) Loan No .: IDA-61490 Assignment Title : Procurement of Procurement Specialist (Individual Consultant) Reference No . : NP-MOLD-50334-CS-INDV The Ministry of Agriculture and Livestock Development (MoALD), Government of Nepal (GoN) has received financing from the World Bank towards the cost of the Nepal Livestock Sector Innovation Project (NLSIP), and intends to apply part of the proceeds for services of Procurement Specialist (Individual Consultant). Major Tasks: The Consultant shall i) Be responsible for (assisting) the preparation of Procurement Plan and programs for the Project Period in consultation with PMU and update the same periodically. ii) Ensure that the procurement of goods, works, non-consulting services and consulting services are handled in accordance with the Government of Nepal (GoN) and the World Bank procedures. iv) Support/review the preparation of the technical specifications, BOQ’s, TOR’s, etc. of the bidding documents/RFP’s v) Assist the PMU in negotiation, preparing the addendum to the bidding documents/RFP's including clarifications to the questions raised by the prospective bidders. Required qualification and experience: At least Masters Degree. Work experience of at least 5-8 years in Government/Public Enterprise/NGO/INGO/National or International Bank or Financial Institution/UN agencies and at least an experience of five years in procurement in World Bank, ADB, other MDB or projects supported by them. Preferably fully conversant with World Bank/ADB procurement policies, Guidelines and procedures evidenced by her/his involvement in procurement functions under World Bank financed projects. Preferably possessing certifications in public procurement. The Consultant is expected to provide 48 person months input over the project period. MoALD/NLSIP invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Signed CV, description of similar assignments, and experience in similar conditions). A consultant will be selected in accordance with the procedures set out in the World Banks' Consultant Selection Guidelines adopting Individual Consultant Selection Procedure, January 2011 (Revised July 2014).
