Request for Expressions of Interest (First Publication Date: December 31, 2019) Country: Nepal Project: Modernization of Rani Jamara Kulariya Irrigation Scheme-Phase 2 Credit No. IDA 61940 Assignment Title : “Design Review, Construction Supervision, Quality Control, Contract Management and Safeguard Monitoring for Implementation of MoRJKIS Phase 2" Reference No .: NP-DOI-MRJKIP-150730-CS-QCBS Government of Nepal (GON) has received financing from the International Development Association (IDA), towards the cost of Modernization of Rani Jamara Kulariya Irrigation Scheme – Phase 2 and intends to apply part of the proceeds for Consulting Services for “Design Review, Construction Supervision, Quality Control, Contract Management and Safeguard Monitoring for Implementation of MoRJKIS Phase 2 ". The consulting team will assist RJKIP and ACIU in implementation of MoRJKIS Phase 2 activities. The consultant shall provide advice, assistance to the project institutions regarding all aspects of implementation so that the project achieves its objectives. The scope of the consulting services is to review and detail the preliminary designs, drawings, technical specifications, quantity and cost estimate, revise the preliminary designs/specifications if needed, issue a method statement for the contractor, conduct quality assurance and control with overall construction management and Safeguard Monitoring for Implementation of Modernization of Rani Jamara Kulariya Irrigation Scheme Phase 2. Rani Jamara Kulariya Irrigation Project, Department of Water Resources and Irrigation, Ministry of Energy, Water Resources and Irrigation, Nepal now invites eligible International Engineering Consulting firms to express their interest in providing the above-mentioned services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services i.e. company profile with financial information, description of successful accomplishments of similar assignments with equivalent size and complexity, fin. The shortlisting criteria are: General experiences of the firm: Preferably 10 years’ experience of equivalent civil engineering projects. Specific experiences of the firm: Successful accomplishments of design and supervision of equivalent irrigation projects, preferably Command Area Development works. Availability of key technical and managerial (professional) staffs in the firm. The Qualifications and Experience of Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers, July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
