Government of Nepal Ministry of Irrigation Department of Irrigation Irrigation and Water Resources Management Project Jawalakhel, Lalitpur REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES – FIRMS SELECTION (Day of First Publication 2015-04-13 ) Country : Nepal Name of the Project : Irrigation and Water Resources Management Project (IWRMP) Credit No./Grant No. : IDA Credit No 5344 NP Assignment Title : Technical Assistance for Implementation of Component-A Reference No : IWRMP-AF/DOI/S/QCBS-14 The Government of Nepal has received financing from the World Bank toward the cost of the Irrigation and Water Resources Management Project,and intends to apply part of the proceeds for consultancy services in Irrigation Infrastructure Development and Improvement (Component-A) of IWRMP. The objective of Component-A is to improve irrigationwater service delivery in selected schemes in the 40 districts of thewestern regions and to expand and improve groundwater irrigation in the Terai. The consulting services will provide technical assistance to the Department of Irrigation for improving quality of sub-project selection, preparation, design, construction supervision, monitoring and evaluation and procurement management in accordance with the IWRMP guidelines; implementing programs for the sustainable development of water users associations; strengthening the institutional capacity of DOI involved in IWRMP implementation. Tentative implementation period ofthe services will be from August 1, 2015 to June 30, 2018. The Irrigation and Water Resources Management Project now invites eligible consultants to indicate their interest in providing the services.Interested consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the services. The consultant will be short listed by considering the following information. General Experience of Consultant Experience in working in similar geographicregions or countries Experience of the firm in the required field of expertise Organization Structure of the firm Average Annual Turnover of the firm for thelast five years Commitment for the code of ethics Commitment for the adherence to anti-corruption policy Interested consultants must provide all required information which indicates that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions in last five years, availability of appropriate skills among staff, Financial Capability etc.). Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of association in the form of joint venture, intent of forming JV or copy of JV of agreement (if available) to work jointly must be submitted whichshall specify the leading partner. The attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and Credits and Grants] by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting for the World Bank's policy on conflict of interest. A consultant will be selected in accordance with the Quality and Cost Based Selection Method out in the Consultant Guidelines. All consultants must comply with the following criteria: Corporate registration (Applicable to both National and International-the country of their incorporation) Tax clearance or documentary proof submitted for tax clearance up to F.Y. 070/71 (In case of National consultantsonly). VAT Registration (In case of National consultants only) A minimum year of standing is equal to five.
