REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL) NEPAL Power Sector Reform and Sustainable Hydropower Development Project (PSRSHDP) Loan No./Credit No./ Grant No.:5728-NP Assignment Title : Contract Management Expert (CME) to assist the Project to maintain and improve an enabling environment for the Project staff to arrive at prudent, efficient, effective and timely decisions based on sound international and national practices, procurement guidelines and engineering principles. The CME will ensure that ongoing consulting services are carried out on the highest standards of compliance in Technical environmental, and social as defined in the project documents and accepted international practices. The consultant will be responsible in identifying and undertaking all required analyses and studies in order to provide recommendations to the Project management to assist with timely and quality decision-making. Reference No .: PSRSHDP/ NEA/S/IND-26 The Government of Nepal has received financing from the World Bank toward the cost of the Power Sector Reform and Sustainable Hydropower Development Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to assist the Project to maintain and improve an enabling environment for the Project staff to arrive at prudent, efficient, effective and timely decisions based on sound international and national practices, procurement guidelines and engineering principles. The CME will ensure that ongoing consulting services are carried out on the highest standards of compliance in Technical environmental, and social as defined in the project documents and accepted international practices. The consultant will be responsible in identifying and undertaking all required analyses and studies in order to provide recommendations to the Project management to assist with timely and quality decision-making with intermittent input spanning 12 month as a Contract Management Expert (CME) information on which can be found in detail in the TOR. The Nepal Electricity Authority, an implementing agency of the Client, now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide up to date CV with information demonstrating that they have the required qualifications and relevant experience to perform the Services. The broad shortlisting criteria are as follows: Required Educational Qualifications: Minimum of Bachelor’s degree in Engineering/ Management/Law etc. and preferably have Master’s degree or equivalent in Engineering/ Management/Law etc. Required General Experience: Minimum 15 years with Bachelor’s degree in Engineering/ Management/Law etc. or 13 years with Master’s degree or equivalent in Engineering/ Management/ Law etc. Required Specific Experience (relevant to assignment): 10 years in Contract Administration and Project Management. International exposure will be an added advantage. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant’s Selection method set out in the Consultant Guidelines.
