Government of Nepal Ministry of Infrastructure Development Department of Urban Development and Building Construction Greater Lumbini Area Development Project Project Coordination Office Babarmahal, Kathmandu REQUEST FOR EXPRESSION OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) (Open- International) First date of publication: 6th August, 2026 Assignment Title: Design and Supervision Consultant (DSC) for Project Implementation Unit -2(PIU2) Contract ID: NP-DUDBC GLAD-561457-CS-QCBS The Government of Nepal, through the Ministry of Infrastructure Development (Mo ID) and the Ministry of Culture, Tourism and Civil Aviation (Mo CTCA), is implementing the Greater Lumbini Area Development Project (GLAD) with financial assistance from the International Development Association (IDA) of the World Bank (Credit No. 7980-NP, $ 85 M). Project Implementation Unit-2 (PIU-2) intends to recruit a qualified Design and Supervision Consulting Firm to provide comprehensive technical design and construction supervision services for all civil works implemented by DUDBC and advisory support for projects implemented by municipality. The estimated level of effort by DSC is 586 professional staff-months and the implementation period is approximately four and half years and the expected start date of its assignment is December 2026.The detailed Terms of Reference (TOR) for the assignment can be found at the following website glad.dudbc.gov.np/ dudbc.gov.np or can be obtained at office address. The PIU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are mentioned in terms of reference and Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised September 2025”, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method (with technical : financial weighting of 80 : 20) set out in the Procurement Regulations.
