REQUEST FOR EXPRESSIONS OF INTEREST (Published date: 4 October 2019) Nepal Ministry of Forests and Environment REDD Implementation Centre Assignment Title: Preparation of Land Use plan Contract ID No . NP-REDD-124821-23 and 24-CS-QCBS The Nepal Government has received financing from the World Bank toward the cost of the REDD Implementation Centre and intends to apply part of the proceeds for consulting services. The particular assignment is targeted for the preparation of Land Use Plans in three different clusters. The detail Terms of Reference (TOR) for the assignment can be found at www.redd.gov.np . The REDD Implementation Center now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services which are in different 3 clusters. One firm will not be awarded more than one cluster . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria will be legally registered firms (at least before 5 years) registered in VAT and up to date tax clearance status are eligible to apply. The firms should have relevant work experience in forestry, land use planning, REDD+, GIS and mapping works and related field in Nepal. Firms need to demonstrate annual transaction, audit report and Average Annual Turnover of last 3 years. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
