The Government of Nepal has received financing from the World Bank toward the cost of the Modernization of Rani Jamara Kulariya Irrigation Scheme Phase 2, and intends to apply part of the proceeds toward payments under the contract for Command Area Development Works of Rani Jamara and Kulariya Irrigation System. “For all three contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 2. The Department of Water Resources and Irrigation, Rani Jamara Kulariya Irrigation Project now invites sealed Bids from eligible Bidders for Command Area Development Works of Rani, Jamara and Kulariya Irrigation Systems . 3. Bidders may Bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. 4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Interested eligible Bidders may obtain further information from Rani Jamara Kulariya Irrigation Project Madhukar Rana, Project Director, Email: [email protected] and inspect the Bidding document during office hours i.e. 10: 00 to 17:00 hours at the address given below . 6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NPR 20,000 or USD 200. A pre-bid meeting will be held on June 03, 2019 at 11.00 hrs at the address given below to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Clause 7.4 of ITB of the bidding documents. 8. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 13:00 hours on June 23, 2019. 9. All Bids must be accompanied by a “Bid Security” of NPR 21.00 Million for each contract. 10. If the last date of bid submission falls on government holidays, may be announced later by Government of Nepal, next working day will be the new deadline for bid submission/opening of bids. Bid validity period and Bid security validity period will remain same as mentioned in issued bid documents, if amendments will not be issued before deadline for bid submission. 1
