Request for Expressions of Interest (First Publication Date: 21 March, 2019) Country: Nepal Project: Nepal Livestock Sector Innovation Project (NLSIP) Credit No. 6149-NP Assignment Title : “TECHNICAL ASSISTANCE TO NEPAL LIVESTOCK SECTOR INNOVATION PROJECT” Reference No .: NP-MOLD-45227-CS-QCBS The Government of Nepal has received a financing from The World Bank for Nepal Livestock Sector Innovation Project and it intends to apply the fund for hiring of qualified consultancy for technical assistance required for the project. The scope of consulting services mainly includes: Assist the PMU in hiring expert groups national and international for the development and formulation of various Policies, Acts, Plans, Strategies, Approaches and Studies. Assist the project in the establishment of the real time information on all aspect of livestock production, animal health, breeding, feeding, processing, animal movement, traceability into one platform of web based Livestock Management Information System. Assist the PMU and DLSUs in the implementation of all project activities Assist PMU, DLSUs, Grant Applicant and other project beneficiaries in the compliance of environment and social safeguard measures in line with ESMF of the project. Assist the PMU in the preparation of Monitoring and Evaluation Plan. Assist the PMU in the evaluation of PCNs and full proposals with respect to technical approaches, environmental and social safeguards measures, and quality compliance and carry out field verifications along with the DLSUs and participating BFI’s team. Assist the project in preparation of annual plan of actions and contribute to implement those plans at central, state and local levels. Nepal Livestock Sector Innovation Project, now invites eligible Consulting Firms to express their interest in providing the above mentioned services. Interested firms are requested to provide information demonstrating their qualification to perform the required services, i.e. profile, description of similar assignments, experiences in similar conditions and availability of key professional staffs. The short listing will be carried out based on the following criteria: General experiences of the firm, Specific experiences of the firm, Availability of key professional staff, Financial information for last 5 years, Adherence to the code of ethics of the World Bank The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January, 2011 (revised July 2014), setting forth the World Bank’s policy on conflict of interest. Consulting firms may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Consultant Guidelines.
