Request for Expression of Interest (For Monitoring and Evaluation Firm Selection) Date of First Publication: September 11, 2018 Nepal Earthquake Housing Reconstruction Project (EHRP) Credit No.: IDA Credit :5706-NP Assignment Title: Selection of Monitoring and Evaluation (M & E) Firm Reference No.: EHRP/NRA/S/QCBS-32/2075-76 The Government of Nepal /National Reconstruction Authority (NRA) has received financing from the World Bank towards the cost of the Earthquake Housing Reconstruction Project (EHRP) and intends to apply part of the proceeds for consulting services. The consulting services include engagement of a highly competent consulting firm to assist NRA to conduct Monitoring and Evaluation (M&E) of EHRP. The services will be for 18 (Eighteen) Months. The objective of the consulting services is explained in the TOR. The Project Management Unit (PMU)/NRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: General Experience of the Firm Financial Capacity of the Firm Availability of the key personnel in the firm as per requirement of the assignment. Specific M&E experience in the projects. The interested firms to ensure their eligibility, shall submit the following documents along with respective EOIs. Copy of Registration of the company/firm VAT/PAN Registration (for National consulting firm) Tax Clearance/Tax Return Submission/Letter of Time Extension for Tax Return Submission of Fiscal year 074/075 (for National consulting firm) The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011(Revised July 2014), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that the Consultants provide professional, objective and impartial advice and at all times hold the client's interest paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants may associate with other firms in the form of a Joint Venture(JV) or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011(Revised July 2014), Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
