GENERAL PROCUREMENT NOTICE Government of Nepal Ministry of Physical Infrastructure and Transport Department of Roads Nepal COUNTRY: NEPAL Project: - Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) –Nepal Phase 1 Sector: Transport Credit No.: IDA-71590 Project ID No. P177902 The Ministry of Physical Infrastructure and Transport, Department of Roads has received financing in the in the amount of US$ 275 million equivalent from the World Bank, International Development Association (IDA) toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) –Nepal Phase 1 (P177902) , and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Nepal . The Project will have the following components Component 1: Digital Systems for Trade (US$6.15 million; IDA financing of US$4.1 million) will support the adoption and implementation of IT-enabled services for trade. Component 2: Green and Resilient Transport and Trade Infrastructure (US$285.85 million; IDA financing of US$261.15 million) will support the development of green, climate-resilient, and inclusive transport and trade-enabling infrastructure along Nepal’s primary trade corridor connecting Nepal with Bangladesh, India, and Bhutan, namely, the East-West Highway (EWH). Component 3: Institutional and Policy Strengthening for Transport and Trade (US$13 million; IDA financing of US$9.75 million) will support the strengthening of policies, institutions, and technical capacities The project under Department of Roads (DOR) will include the following sub-components: Subcomponent 2(a) – Upgrading works and construction supervision for the Butwal—Gorusinghe— Chanauta (BGC) road section (69 kilometers) from a two-lane single carriageway to a climate-resilient four-lane dual carriageway Subcomponent 2(b) – Detailed design, construction, and construction supervision of a green resilient four-lane urban bridge on the EWH Subcomponent 2(c) – Development and implementation of a green resilient highway corridor concept and strategy to support the development, approval, and implementation of an integrated strategy (and action plan for priority civil works) that balances equitable transportation functionality, climate resilience and sustainability of the highway corridor at the landscape level Following procurement activities by using open- international market approach are identified under the project: Consulting Services: (1) Consulting services for detail design of Gorusinghe– Chanauta (19Km) road and construction supervision consultant for Butwal- Gorusinghe - Chanauta road (69Km); (2) Consulting services for design review and supervision consultant for Green Resilient Urban Bridge, (3) Consultancy for the feasibility studies and detail designs for new laboratories, warehouses, agricultural hubs, and logistics centres, (4) Design and commission of an electronic Automated Border Management System (5) Design and commission of a web-based supply management information system (6) Consultancy for the in-depth risk assessment of the East-West Highway and development of strategy and action plan Works: Improvement of Butwal- Gorusinghe (Km 0 to Km 25) road section of East-West Highway Improvement of Butwal- Gorusinghe (Km 25 to Km 50) road section of East-West Highway Improvement of Gorusinghe – Chanauta section (Km 50 to Km 69) road section of East-West Highway Design and Build of Green Resilient Urban Bridge at specific location of East-West Highway The works 1 to 3 will be procured under item rate contract approach without prequalification-single stage single/two envelope with 5 years of performance-based maintenance period, while work 4 will be procured under design and build contract- Request for Proposal (RFP single stage two envelope) with 5 years of performance-based maintenance pe
