Government of Nepal Ministry of Agriculture and Livestock Development Nepal Livestock Sector Innovation Project REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) (First Date of Publication: 24 April 2019) NEPAL NEPAL LIVESTOCK SECTOR INNOVATION PROJECT Credit No.: 6149-NP Assignment Title: Capacity Enhancement Needs Assessment (CENA) Reference No . : NP-MOLD-45234-CS-CQS The Government of Nepal has received a financing from The World Bank toward the cost of Nepal Livestock Sector Innovation Project and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the assignment to undertake a Capacity Enhancement Needs Assessment (CENA) of Department of Livestock Services, livestock sectors of Ministry of Agriculture and Livestock Development, and state and local governments to implement NLSIP as well as to propose appropriate capacity development plan and budget. The implementation period of the assignment will be of six months. Nepal Livestock Sector Innovation Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General experience Specific experience: Information regarding qualification of the consultancy to perform the required services, i.e. profile, description of similar assignments. Availability of key professional staff, Financial information for the last 3 years, Adherence to the code of ethics of The World Bank. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January, 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
