Government of Nepal Ministry of Agriculture and Livestock Development Nepal Livestock Sector Innovation Project (P156797) Hariharbhawan, Lalitpur REQUEST FOR EXPRESSIONS OF INTEREST (First Publication Date: 10 October 2018) Loan No .: IDA-61490 Assignment Title : Procurement of Project Technical Expert (Lead) (Individual Consultant-National) Reference No . : NP-MOLD-44701-CS-QCBS The Ministry of Agriculture and Livestock Development (MoALD), Government of Nepal (GoN) has received financing from the World Bank towards the cost of the Nepal Livestock Sector Innovation Project (NLSIP), and intends to apply part of the proceeds for services of Project Technical Expert (Lead) (National Individual Consultant). Major Tasks: The Consultant shall i) Together with and under the guidance of the Project Director (PD) and the TTL, guide the implementation of the component activities ii) Coordinate between PMU/DLSUs, World Bank and Technical Assistance (TA) service provider and guide the TA as required iii) Coordinate and facilitate planning, budgeting, monitoring and reporting of the project activities iv) Assist PMU in designing, preparing and drafting guidelines and directives v) Help the PD in preparing Implementation Support Reviews (ISR) and take part in it vi) Coordinate technical consultations, workshops and capacity building activities, and prepare the reports and proceedings as required Required qualification and experience: A minimum of 15 years of work experience in livestock development. Experience of working in the Government at management level in livestock sector at least for 5 years. Experience of managing and coordinating donor funded projects at least for five years. The experience of working with the World Bank funded projects will be an advantage. Experience in planning, management and monitoring of grants supporting agricultural value chain At least a Master’s Degree in Veterinary Science, Animal Science, Agriculture or Rural Development Excellent English and Nepali writing and speaking skills The Consultant is expected to provide 48 person months input over the project period. MoALD/NLSIP invites eligible individual consultants to indicate their interest in providing the services. A consultant will be selected in accordance with the procedures set out in the World Bank’s Consultant Selection Guidelines adopting Individual Consultant Selection Procedure, January 2011 (Revised July 2014).
