NEPAL WATER SECTOR GOVERNANCE AND INFRASTRUCTURE SUPPORT PROJECT (WaSGISP) WATER, SANITATION AND HYGIENE (WASH) SECTOR G ENERAL PROCUREMENT NOTICE IDA Credit No. 7132-NP Project ID No. P176589 The Government of Nepal has applied for financing in the amount of US$ 80 MILLION equivalent from the World Bank (“Bank”) toward the cost of the Water Sector Governance and Infrastructure Support Project (WaSGISP), and it intends to apply part of the proceeds to payments for goods, works, non- consulting services and consulting services to be procured under this project. The Government of Nepal (“Recipient”) (US$ 20 MILLION) will jointly finance this project. WaSGISP will demonstrate the operationalization of federalism at local levels with its primary focus on improving water supply and sanitation service delivery in two provinces namely: Karnali and Sudurpaschim. The project area involves Birendranagar municipality and Sharada municipality of Karnali province and Dipayal- Silgadhi municipality, Janaki rural municipality, Joshipur rural municipality, Bardagoriya rural municipality of Sudurpaschim province. The project will include the following components: Component 1: Strengthening Sector Governance and Institutional Capacity, Project Management This component aims to establish functional WASH units thereby strengthening sector’s institutional capacity for service delivery and improve sector governance and accountability. Component 2: Increasing Access to Climate-resilient, Improved and Safe Water Supply and Sanitation Under this component, construction of new water supply schemes and rehabilitation of existing ones are done along with the sanitation facilities. This component is further divided into following sub- components: Urban and peri- urban water supply and City- Wide Inclusive Sanitation (CWIS) Rural water supply and sanitation Water quality monitoring and management Component 3: Reducing Climate Hazards impacting WSS infrastructure through IWRM and Watershed Management This component will support watershed management and nature-based solutions to improve upstream/ downstream water quality and environmental flows and promote adaptation and mitigation measures against climatic hazards. Activities under this component will complement the Surkhet Valley Northern Watershed Management Plan. Component 4: Contingency Emergency Response (CER) component is about climate-related events and pandemics This component favors the rapid reallocation of credit proceeds in the event of an eligible disaster, including climate- related events and pandemics. The major works to be procured under this project include two major packages of contracts in Birendranagar municipality. The first package includes construction of the Bheri river intake, pumping station, pumping transmission main and water treatment plant, construction of reservoirs and bulk transmission lines, and distribution network of 3 District Metering Areas (DMAs). The second package will consist of construction of distribution network design of 21 DMAs, system improvement in four rural wards, sanitation component and establishment of a water/wastewater laboratory. This may comprise one or more sub-packages. For Dipayal- Silgadhi municipality, the works shall comprise of rehabilitation and improvement of existing systems, interventions to reduce non-revenue water (NRW), expansion of systems to new areas, development of new water sources, transmission conveyance, water supply treatment facilities, distribution lines, connection arrangements. Likewise, in selected participating municipalities namely Sharada municipality and Janaki, Joshipur and Bardagoriya rural municipalities, works to be procured include repairing and enhancing the existing supply systems.
