Government of Nepal Water and Energy Commission Secretariat (WECS) Singha Durbar, Kathmandu NOTICE REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION) (First Date of publication 29 September 2014) NEPAL Loan No./Credit No./Grant No.: H338NP "Preparation of Basin Plan for Karnali, Gandaki, Babai and West Rapti Basin" Reference No . (as per Procurement Plan): IWRMP/WECS/QCBS-4 The Water and Energy Commission Secretariat (WECS) hasreceived financing from the World Bank toward the cost of the Irrigation and Water Resources Management Project for Preparation of Basin Plan for Karnali, Gandaki, Babai and West Rapti Basin , and intends to apply part of theproceeds for consulting services. The consulting services include preparing a basin plan in each of four basins namely Karnali, Gandaki, Babai and West Rapti, to utilize water resources in a sustainable manner with due consideration to environment and aquatic ecosystem.During preparation, an integrated water resources development planning system will be developed that will enable the assessment and analysis of current and future water availability, water use and demands (across a range of users including irrigation, water supply, hydropower, environment, considering also flood disaster risk management). Tentative implementation period of the services will be March, 2015 to March, 2018. The detailedTOR can be found in following link www.wecs.gov.np . The Water and Energy Commission Secretariat (WECS) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. General Experience of Consulting firms related to engineering infrastructure design and/or supervision; 2. Experience of the firms in the required field of expertise as wellas working in similar geographic regions or countries; a. Projects related to preparation of basin plan (mention the size of each basin area in square kilometer) in Nepal, SAARC (other than Nepal) and other than SAARC Countries, b. Projects related to preparation of water sectoral plan (irrigation, hydropower, water supply etc.) in Nepal, 4. Professional employees of the consulting firm; 5. Organizational set up and Establishment of the consulting firm; 6. Average AnnualTurnover of the firm for the last five consecutive years; 7. Work in hand; 8. Commitment for the code of ethics; 9. Commitment for the adherence to anti-corruption policy; A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Published, May 2004 and revised May 2010). All consultants must comply with the following criteria: 1. Corporate registration (Applicable to both National and International-the country of their incorporation). 2. Tax clearance or documentary proof submitted for tax clearance up to F.Y. 070/71 (In case of National consultants). 3. VAT Registration (In case of National consultants) 4. A minimum year of standing is equal to five. (Applicable to associated firms also) 5. In case of Joint Venture "Intent of forming Joint Venture or copy of Joint Venture agreement" (for International and National Consulting firms) Consultants may associate with other firm/firms in the form of a joint venture or a subconsultancy to enhance their qualifications. If a firm submits more than one application singly or in joint venture with other firm/firms, all such Expression of Interest application will be rejected.
